Police in Brazil have finally caught up with a serial speeder who owed $1.9m (?1m) in traffic fines.

Sao Paolo police who pulled over Armando Clemente da Silva were shocked to discover he had clocked up nearly 1,000 violations, local media report.

Mr da Silva had accumulated the fines for speeding and running red lights over a seven-year period.

The driver, 36, said he had not received any penalty tickets because he had been too busy to register his car.

Mr da Silva was pulled over by traffic police on Wednesday for a routine document check, the Brazilian news website Folha OnLine reports.

The offending vehicle - which was not identified but is said to be 12 years old and worth around $6,500 - has been impounded.

It will be returned to Mr da Silva if he pays off his outstanding fines within 90 days.

Otherwise it will be auctioned off, O Globo daily newspaper reported.

LAS VEGAS - One of the alleged victims in the O.J. Simpson armed robbery and kidnapping trial testified Thursday that he didn’t want to be on the witness stand as he provided key evidence undermining the prosecution case.

Memorabilia peddler and convicted felon Alfred Beardsley testified that he and Simpson were “set up” by Thomas Riccio, the collectibles broker who arranged their meeting in a casino hotel room, and that “chunks” of dialogue were missing from secret recordings Riccio made of the confrontation.

“I do not want to be here,” Beardsley said. “I’ve made that clear for the past year.”

Under cross-examination by Simpson lawyer Yale Galanter, Beardsley called Riccio’s recordings a “work of art” and suggested that Riccio had time to edit them before selling them to a celebrity Web site and later turning them over to police.

“He took the recording of the so-called incident or the crime and withheld it from the police — took it back to Los Angeles for a period of time,” Beardsley said.

After leading Beardsley through a description of the confrontation, Clark County District Attorney David Roger played a 911 tape in which Beardsley demands that police arrive immediately at the Palace Station hotel and casino to find and arrest Simpson.

“We were just robbed at gunpoint by O.J. Simpson and a bunch of other men!” Beardsley exclaims. “And I want ‘em arrested!”

After an objection from Roger, Judge Jackie Glass stopped Galanter from asking Beardsley whether he wanted charges dropped. She also stopped Galanter from asking whether Beardsley believed a crime had been committed against him.

Beardsley, 46, of Burbank, Calif., is serving time on a parole violation after being convicted of stalking a California woman. He has been held since April on allegations that he threatened Riccio.

President Bush’s ocean legacy is “blue-washed”

So, you probably know President Bush wants to open up the nearly 30-year moratorium on offshore drilling in our already struggling oceans – risking oil spills, increasing global warming pollution, creating more waste and further developing our coasts. But, by the way – he also wants you to remember him for leaving behind a “blue legacy.”

You’re not alone if that puzzles you too.

I remember raising an eyebrow the first time I heard about Mr. Bush’s quest for a “blue legacy” in 2006 after he established the Papahanaumokuakea Marine National Monument in the Northwest Hawaiian Islands. I was impressed (though I must admit, surprised) then.

In light of his loud calls to lift the moratorium on offshore drilling lately, I did more than raise an eyebrow yesterday when I read this New York Times editorial, entitled “Mr. Bush’s Blue Legacy.”

To the President’s credit – on one hand, he seems to be trying to do right by the oceans. After all, he established the largest MPA in the world when he created the one off the coast of Hawaii, and is now fighting for more – in the Pacific near the Northern Mariana Islands, American Samoa and the Line Islands. And MPAs have proven to be one of the best ways to help the ocean sustain and restore populations of marine life. They are critical in reviving our seas.

But on the other hand (and it’s a BIG other hand) – we’ve also heard the President’s repeated cries to lift the ban on offshore drilling, despite experts insistence that it won’t lower gas prices, and instead will come with serious adverse environmental and economic consequences for our oceans and our coastal communities.

I’m glad the President is making an effort to set aside underwater national parks in the Pacific Ocean – that action is important and should not be discounted. However, if Mr. Bush wants to be known for leaving behind a blue legacy – he can’t push to lift the moratorium that protects our nation’s coastlines from oil drilling.

In the latest offering from reason.tv, Drew Carey takes us on a guided tour of Second Life (SL), a virtual world with more than 500,000 residents.

But SL isn’t your typical virtual world. Unlike other popular massively multiplayer online role-playing games, like EverQuest and World of Warcraft, there are no defined roles or objectives in SL. Just like in real life, SL residents determine their own goals and decide for themselves how best to achieve them. Moreover, virtually everything in SL was created by the residents themselves using tools provided by Linden Lab, the company that launched SL in 2003.

SL is based on a simple set of institutional arrangements that would make F.A. Hayek proud. In essence, the people who own the property in SL make the rules. The result is a spontaneously ordered world in which residents are free to fly, teleport, build, trade and interact with others without interference from the state.

Recently, Linden Lab-the SL equivalent of a state-has begun acting more and more like a real life government by restricting activities such as gambling. But open source competitors based on the SL platform are currently in development. so better virtual worlds offering even more freedom are just around the corner.
