Uganda’s ethics and integrity minister says miniskirts should be banned - because women wearing them distract drivers and cause traffic accidents.

Nsaba Buturo told journalists in Kampala that wearing a miniskirt was like to walking naked in the streets.

“What’s wrong with a miniskirt? You can cause an accident because some of our people are weak mentally,” he said.

The BBC’s Joshua Mmali in Kampala, the capital, said journalists found the minister’s comments extremely funny.

Wearing a miniskirt should be regarded as “indecent”, which would be punishable under Ugandan law, Mr Buturo said.

And he railed against the dangers facing those inadvertently distracted by short skirts.

“If you find a naked person you begin to concentrate on the make-up of that person and yet you are driving,” he said.

“These days you hardly know who is a mother from a daughter, they are all naked.”

Vice list

According to the minister, indecent dressing is just one of many vices facing Ugandan society.

“Theft and embezzlement of public funds, sub-standard service delivery, greed, infidelity, prostitution, homosexuality [and] sectarianism…” he said.

Earlier this year, Kampala’s Makerere University decided to impose a dress code for women at the institution, our reporter says.

The miniskirt and tight trousers ban has yet to be implemented, but our correspondent sought the opinions of women on campus about the minister’s opinions.

“If one wants to wear a miniskirt, it’s ok. If another wants to put on a long skirt, then that’s ok,” one woman said.

But others had more sympathy with Mr Buturo.

“I think skimpy things are not good. We are keeping the dignity of Africa as ladies and we have to cover ourselves up,” one woman, called Sharon, told the BBC.

its good to be the king, or ceo of a major bank. ken lewis, the ceo of bank of america, is looking certainly smart.forbes did an article about the whole freddie/fannie mess call “bofa’s bailout benefit” on september 8th.the article calls out how mr. lewis was panned for his purchase of country wide, the large and failing mortgage company. many thought bofa was chasing good money after bad. in any case, with the bailout of freddie mac and fannie mae, he is looking bats like a fox.from the article: “the ladenburg thalman analyst (dick bove) argues that bank of america, and countrywide, have the existing infrastructure to start buying and securitizing loans on a large reduce. he even said in a phone interview that bank of america’s capital levels would allow it to guarantee mortgage payments. this agreement to pay has been freddie and fannie’s traditional role in the u.s. quarters bazaar.”naturally, one questions if a South African private limited company congenial bofa can handle the securitization and guarantee of mortgage payments, do we unquestionably need freddie and fannie anyway?? arguably, the answer is “no.” in my previous post “taxpayers cover freddie’s fannie,” i state the bailout is a done deal, but what to do with the freddie and fannie is an open question.it would seem that a market deciphering may be the best fluid after all. yes, you can hear me grinning, as that is a common theme of hoard. although widespread home ownership is valid policy unbigoted, let’s solemnize the government out of it to the greatest extent.again, from the article: “”i would be shocked if bank of america isn’t happy about how this worked out. appropriate for years, banks have been asking for fannie and freddie to be cut back in size because they have they an unfair advantage,” said bove.”the government says fannie and freddie handled 80.0% of the market this year and someone has to handle that market share.”there you have it, companies such as bofa are well positioned to handle a harmonious of the it is hoped dismantled freddie and fannie. the next question is whether other banks of similar size have adequacy extraordinary to do the verbatim at the same time. if citi, jpmorgan follow, and wachovia can get their capital coffers refilled, then possibly this will be a reality. in any event, if they can’t hit it off with b manage their collective acts together, expect to go through more barney unrestrained (d-ma) and regime intervention.

My iTunes Genius is a Moron

Shh. Don’t tell anyone. My iTunes Genius is tone deaf. When I selected “Man of Constant Sorrow” as my “seed” song, My Genius actually suggested “America, F**k [sic] Yeah” and “Gonna Fly Now (Theme from Rocky)” at the store. The proper genre, or at least the genre I was looking for, was “Rockin’ Bluegrass”, not “Obscure Movie Themes”. Bzzt. Let’s try again.

Aaron tippin

Next, I tried “Funiculi Funicula” by Pavoratti, a song I knew was in the store. I was told “Genius is unavailable” for that song. Please choose another song or artist. A few more tries revealed that I needed to focus on pop music, not classical or obscure. Well enough. But then I got the same error message for the Beatles’ “Long and Winding Road.” You know them, a mildly popular band of the 1960s, known for not being sold through iTunes but otherwise not an unthinkable choice in a modern playlist.

Success finally followed for Alison Krauss’ “Down to the River to Pray”. My genius matched me up with Queen’s “Bicycle Race”, the Wreckers’ “Rain” and Billy Joel’s “Say Goodbye to Hollywood.” These are not exactly groupings that I would have picked myself. Llistening through to the playlist hit home how jarring those selections were.

I expect the Genius feature will only improve, especially as Apple big brothers all our personal music collections but for now I’m so totally not dropping Last.fm any time soon.

How’s Genius working for you? Are your playlists sublime or just strange? Let us know in the comments.

Sarah’s Well Timed Sandbag

I’ve been trying to get thoughts together this morningon what I want to write. I missed half a day yesterday cleaning and working and stuff, so I missed a host of great stories. I could have roasted Anna Quindlen (way too easy). I could have toasted Alec Baldwin (really, I should have mercy on a 30 Rock cast member if anything…I don’t know a single person who watches that show). I could blog about how the New England Patriots have finally met Karma and discovered that she is a beeyotch. Or I could blog about how a 2006 debate between Sarah Palin and her Democratic rival for the Alaska gubernatorial election reveals that she is not anti-contraception as so many people have decided without consulting her, or how quickly consulting FactCheck.org or — of all places, Newsweek — would prove that she never actually managed to go all Farenheit 451 on a bunch of Alaska public libraries:

Palin never asked that books be banned; the librarian continued to serve in that position; no books were actually banned; and many of the books on the list that Palin supposedly wanted to censor weren’t even in print at the time, proving that the list is a fabrication.

Big words for little people

It’s true that Palin did raise the issue with Mary Ellen Emmons, Wasilla’s librarian, on at least two occasions. Emmons flatly stated her opposition both times. But, as the Mat-Su Valley Frontiersman (Wasilla’s local paper) reported at the time, Palin asked general questions about what Emmons would say if Palin requested that a book be banned. According to Emmons, Palin “was asking me how I would deal with her saying a book can’t be in the library.” Emmons reported that Palin pressed the issue, asking whether Emmons’ position would change if residents were picketing the library.

Turns out Sarah requested the librarians — who was a big supporter of Sarah’s political opponent — resignation before she ever broached the subject of a potential book boycott. There was no list. There was no public backlash. And that mystical “list” of books that was “pulled from the minutes of the Wasilla Library board?” Well, that list actually contained four Harry Potter books, none of which were published at the time that Phantom Sarah was complaining about the service standing in the way of purging Wasilla of offending reading material (the list was copy and pasted from a list on the Florida Institute of Technology’s website).

According to FactCheck, which has the resources and time to look into these things, Sarah was never a secessionist, never supported Pat Buchanan (seriously, how could anyone? The man’s worse than Ron Paul), didn’t want Creationism taught in schools (or at least didn’t pursue it as governor, though she seems to subscribe that that nonsense “teach the controversy” stuff), and contrary to popular belief, did not use her position as governor of Alaska to hand over control of Alaskan womens’ uteruses to the state government, where policy could be enacted to force women to get pregnant, carry the children to term, and then become the slaves of a group of women who were compliant in sexism and whose husbands ran an international Theocracy. Margaret Atwood did not base The Handmaid’s Tale on the Palin regime.

So…I guess the only thing left to write about is why Palin won’t face the media. Initially, I thought this was a bad idea. If they’re lying about you, I say get on television and let them have it. Throw a fit on The View, make an appearance on Chris Matthew’s show and give him a tingle up the other leg. Maybe organize a death match between Sarah Palin and Andrew Sullivan. If it wasn’t such a one-sided, easy-to-predict matchup, I’d pitch that one to CNN myself. But then I got to thinking.

If there was one rag on the planet that would have no political agenda, it’d be US Weekly. I’ve seen this boycott thing going around and frankly, I’m all for it. Next time, I’ll surreptitiously read OK! while pretending to peruse a copy of The Economist in a Borders magazine section, and then I’ll go back to my happy life, free of worry about what the editorial position of a magazine that routinely prints pictures of half naked celebrities with black bars over their private parts is. At least with a respectable rag like Playboy, they take the pictures themselves. US Weekly has to buy them. Plus, its not like US Weekly employs, like, Garrison Keillor or something. People leave US Weekly in bathrooms.

But it doesn’t change that even US Weekly hates Sarah Palin. Media bias on this “issue’ has worked its way down the great ladder of useful publications past Seventeen to the magazines people use to occupy their time in the grocery store and at the gynecologists. How could Sarah Palin ever hope to get a fair shake from the media if they can’t even do gossip stories on her …

Natick 36, Newton North 0: New name, same success

While discussing Billy Flutie’s alma mater during the WEEI radio broadcast of Boston College’s 19-16 home loss to Georgia Tech, commentators Pete Cronan and Jon Meterparel poked fun at Natick High’s recently-changed nickname, saying that the Red and Blue didn’t sound all that intimidating.

They obviously didn’t see coach Tom Lamb’s boys in action yesterday.

Thanks to the arm and legs of junior quarterback Scott McCummings, in addition to a dominant performance from a stout defense, the Red and Blue looked every bit as intimidating in their first game under their new moniker as they did when known as the Redmen, blowing out Bay State Conference rival Newton North 36-0 in the driving rain at Bentley College.

McCummings, already sought after as a Division I recruit, finished with 120 yards and two touchdowns on just seven carries, while completing 3-of-10 passes for 85 yards and another score in just more than a half of work as Natick held a 29-0 lead at the break.

Meanwhile, the defense, led by senior linebackers Tim and Tom Brandt and Donald Hamnet, yielded only 15 total yards (minus-3 in the second half) and one first down, while allowing only seven of North’s 37 offensive plays to go for positive yardage. The Red and Blue also picked off North quarterback Conor O’Neil three times without allowing a Tiger pass to be completed all game. Junior cornerback Robby Jackson had two of those interceptions - Tom Brandt had the third - while junior defensive end Rajeev Chorghade had two sacks and junior cornerback Brian Lewis chipped in with a fumble recovery.

Thomas becket

“It went abut how we hoped it would,” said Lamb. “We made a lot of mistakes, but we flew around and played aggressively. We’re more experienced on defense and a little greener on offense and I think that showed, but we’ve got work to do on both sides of the ball.”

Natick asserted its superiority early on, as McCummings hit junior Brett Flutie on a slant for a 69-yard score with 9:56 remaining. McCummings struck again at 3:19, faking a handoff to the fullback before sweeping left and breaking a pair of tackles during a 33-yard touchdown run.

On the ensuing drive, North managed its only first down of the contest on a 10-yard scamper from junior running back Troy Peterson, but the Tiger momentum died quickly as, two plays later, Tom Brandt snagged an O’Neil pass and returned it 48 yards for a 21-0 lead with 1:03 left in the first quarter.

McCummings helped nail the coffin shut before halftime. This time, the 6-foot-2, 210-pound battering ram glided down the right sideline, easily outrunning the Tiger secondary for a 65-yard TD jaunt with 2:30 left in the half.

The following play perfectly encapsulated the afternoon for both teams as North junior linebacker Faisal Mayanja blocked junior placekicker Tom DeMaio’s extra-point attempt, only to have the deflection land in the hands of Natick’s Brett Farrell, who plunged in for the conversion and a 29-0 advantage.

“(Scott’s) a playmaker, no doubt. He can do it with his feet and his arm,” said Lamb. “I didn’t think we were smooth offensively, but we’re pretty explosive and you can see why Scott’s on the radar as a Division I recruit even as a junior.”

Natick capped the onslaught with 5:05 to play in the third quarter as Jackson’s first pick set up the Red and Blue on the North 19. After Farrell barreled ahead for nine yards on first down, Tom Brandt took it in from 10 yards out for his second score of the game.

Lamb’s crew opens its home slate against Norwood Friday at 7 p.m. in a key matchup for Herget Division supremacy.

“Sa-rah! Pa-lin!” came the chant at a Colorado Springs rally on Saturday moments before Republican nominee John McCain took the stage with Alaska Gov. Sarah Palin, a woman who was virtually unknown to the nation just a week earlier. The day before, thousands screamed “Sa-rah! Sa-rah! Sa-rah!” at an amphitheater outside Detroit.

“Real change with a real woman,” read one sign at a Wisconsin rally. “Hurricane Sarah leaves liberals spinning,” cried another.

In the short time since McCain spirited the 44-year-old first-term governor out of Alaska and onto a national stage as his running mate, Palin has become an instant celebrity. And since her speech at the Republican National Convention, watched by more than 40 million Americans, she is emerging as the main attraction for many voters at their campaign appearances.

“She’s the draw for a lot of people,” said Marilyn Ryman, who came to see her at the Colorado rally inside an airport hangar. “The fact that she’s someone new, not the old everything we’ve seen before.”

McCain has sought to portray Palin as a bulldog who will help him “shake things up” on Capitol Hill.

Perhaps recognizing the excitement she is generating, the McCain campaign was planning to keep Palin with McCain for several more days, rather than dispatch her to campaign by herself, as had initially been discussed.

On Saturday, McCain and Palin rode their post-convention wave into the competitive West, where Democrats have made recent gains in traditional Republican strongholds.

After a day of talking up economic themes in the Midwest, the pair attracted thousands at a rally in Colorado Springs, a city at the foot of Pike’s Peak that is home to many conservatives and military families.

It was McCain’s first appearance in Colorado since the Democrats had their convention in Denver last month.

Both campaigns consider the battleground state in play with the election less than two months away.

“Colorado, it’s going to be a hard-fought battle here,” Palin said. As soon as she began speaking, a group of supporters interrupted her with a cheer of “Sa-rah! Sa-rah!”

The excitement with which people are turning out to see Palin could complicate a key line of attack that the McCain campaign has been building against Democrat Barack Obama for months.

Republicans have sought to cast Obama’s support as nothing more than shallow adoration and hype befitting a movie star. They have mocked his appeal among Hollywood types and compared his star status to that of lightweights like Paris Hilton and Britney Spears. They say
